IFCO has as its main aim, to promote and encourage
the improvement of the quality of service given
to children and young people in care and the development
of standards for organisations and individual
carers. It has maintained its prominent role in
the exchange of research ideas, practices in foster
care, world wide, at many conferences and publications.
IFCO’s role is becoming one of development
and advocacy into parts of the world where foster
care, as we know it, does not exist, or is very
limited. IFCO “Spread the Wings of Foster
Care” into South America in 2003, and has
established a network working to improve foster
care in that continent. We are currently working
with several East European countries to establish
foster care systems to replace mass orphanages.
